I feel so much safer now that the legislature has created another crime.

Ya, I’m sure it will raise the IQ of drivers just like compulsory education raised the IQ of children.
Laziness yes, intellectually a substitute for a logical brain, it allows them to indulge in their fantasies of social and economic regimentation.
